Overview
The Traffic Reduction Act sets to reduce metropolitan traffic within Arizona. Excessive vehicle use needs to be limited, azmvdnow.gov and arizona 511, 1-888-411-ROAD (1-888-411-7623) for out of state motorists will be used to plan excessive vehicle use. Largely, this will reduce day time traffic and assist with evening rush hour.
The policy within this act details the each county will have active and projected traffic conditions. All 15 counties will have their current status, designed as "Active Status" available on azmvdnew.gov and via 511 or 1-888-411-ROAD (1-888-7623) for out of state motorists. These sources should always include a 6-Hour projected status and 12-Hour Status. For excessive vehicle use, the website and phone resource will assist motorists in planning ahead of these lists projections. This will include an extended projection, updated at least every 12 hours and no longer than 24 hours on the azmvdnow.gov website.
A new live-person assistance line may be available statewide to help with in-state and out-of-state motorists needs, questions, and concerns. The service will provide normal operating hours support for excessive vehicle use planning, excluding federal holidays. Azmvdnow.gov will provide access to planning during federal holidays. The website should always should active, 6-hour, and 12-hour projections on it's homepage with location access, county list, or zip code entry available for the motorists.
The traffic codes will be listed with an adjacent traffic sign to detail visually what is active status. Further details should be easily accessibilty to the motorists, including 6-hours and 12-hour projections. This informs the motorists of their counties capacity for excessive vehicle use, non-commuter use, unplanned vehicle use, and non-emergency transport. Most importantly, this act will not affect taxi service, rideshare service, public transit, and commercial vehicles in-use for employment.
The Traffic Reduction Act created 4 codes for county vehicle use. A solid-green light will detail unrestricted driving for all motorists licensed to drive. A flashing-yellow code will detail that roadways are unavailable to unplanned excessive vehicle use, but available for commuters, commercial vehicle use, non-excessive vehicle use, and emergency transport. A Solid-Yellow light will detail that motorists observe the same details as the flashing-yellow light code in projected anticipate of a "Red" or "Emergency use only" code. A Solid-Red code details that driving use be restricted to commuters and emergency vehicle use. This code is provided for unexpected road conditions relating to weather, unsafe road conditions, or if the county or State of Arizona has declared a state-of-emergency. The solid-red code should not be in-effect longer than 12 hours and allow no less than 6 hours in a different code for common vehicle use. The exempt motorists include licensed motorists over age 50, parents in-care of a child, commuter motorists, disabled motorists including caregivers, homeless motorists, and operators of commercial vehicles.
Enforcement
This Act would be enforced by Arizona Department of Public Safety, City Police, and County Sherrif's Departments. Uncommon violations would be secondary infractions while the county traffic conditions are not declared "Red" or "Restricted to emergency use only." Light driving privilege suspensions will be enforced upon motorists who repeatedly violate this act.
